Spreadsheet Loader does not pull up the Promotion action reasons under Assignment Change action

Hello, we are experiencing an issue with the spreadsheet loader.  In Excel spreadsheet loader, when selecting the Action of "Assignment Change", no options appear in the Action Reason column.  However, some actions work - for example, if i select the Action of "Working Hours Change", then the Action Reason of "Working Hours Change" appears.  Does anyone know how to fix this?
