User Account Future Expiration Overriding Admin NEVER option

When we change the account "Future Expiration" to never, the system is changing it back to a date

This has been happening that I know of for the past week.  I go in to change a user's password or reactivate an account, I change the top future expiration to NEVER and click update.  However, the account settings say Date 9/8/2016 Time 1:00 p.m.

Users who have had their account updated still cannot access the system. 

I cannot find any setting in the configuration that would force this to happen, and we have not changed any security or system settings.
