Emails with triggers not sending

Enrollment Completion email not automatically being sent.

We recently activated the enrollment completion email in the entire LearnCenter.  Since it has been turned on, no user has received an email notifying them of the completion and accessing their Learning History to get their certificate (which isn't showing up - a completely different issue).

I have verified the trigger, which is - 1 Send notification upon completed date.  We have about 250 completions from last week, not one received the email. 

Is this a ticket for Oracle support?
