Classic message based on enrollment post status

I wish to send a one-off classic message to learners based on post status

I see classic messages offer an option to send messages based on pre status, but I don't see options for post status. I know automated messaging can send from this trigger. I need the ability to send one-off messages without running and report and pulling in the learner's email addresses. Any suggestions?
