create a custom role to have New hire access only

Summary

We have a requirement to create a custom role which would be used by HR Analyst to hire Employee/Contingent workers etc.

Content

We have a requirement to create a custom role . This role would be give to HR analyst and this should have access to Hire Person(any type - Employee/Contingent etc) only.

We have tried by adding below duty roles our custom role. We are able to see 'New Person' in Navigator but when we try hire person it is throwing ADF faces PPR error.
