With the demise of Report Builder, we will need to create our own custom reports and share these BI Reports with our users.

This brings up two issues:

1) The delivered default User Role we have will allow everyone to View Reports in BI Reporting. However, access to the Control Panel is not part of this User Role. How will people be able to View Reports in BI Reporting if they cannot access the Control Panel?

2) What end-user permissions are needed to create a custom report from either a delivered or shared report?  Are these the same permissions needed to create a report from scratch? (I hope not.)
