To enable the external communications from the LearnCenter, the intervention of Oracle Support team is required. Open an SR so they can perform the needed configuration. There is no other way to do that since registry entries should be added to the LearnCenter to enable the external communications and the integration with the email softwares.

It's also strongly NOT recommended to change these values once they are set up, without contacting the support.
