Fusion Expense Home page directly takes to list of expenses incase if any expense exists

We would like to keep the expense home page always with options (Create,Manage and Learn). Employees with expenses already exists taking to list of expense page instead of option page.

Is it possible to avoid the redirect to expense list page and always go to initial option page.
