Best approach for setting up

Hi

I am very new to the role as LMS Administrator and will be setting up the compliance side of things but unsure of the best plan of attack regarding setting things up. I have already looked at what we as a department want to report on so I can work backwards when trying to set up the groups, categories, courses and ILT aspects.

I am just looking for a little guidance as to the best way to approach this. I understand  people might approach it differently but looking for helpful tips so I can decide the best way to move forward.
