Learning Plan Added User email not triggering

User is not receiving email when added to a learning plan

I'm noticing that the Learning Plan Added User email is not getting triggered. Typically, when this is set to Active and a user is added to a Learning Plan, the user will almost immediately get the email.

Anyone else experiencing this? Is there a latency issue that is causing the email to not trigger?
