Is it possible to notify a user when they save an absence instead of submit?

When managers create a sickness record for a team member they are often saving the absence instead of submitting.  Or, they save the absence until the employee returns (in case the end date changes) but then forget to submit the absence.  This is impacting payroll.

Can anyone tell me if it is possible and how we can:

1. Notify a user when they save an absence and do not submit

2. Notify a user when a saved absence reaches the absence end date but is in the status of saved (if we can select the absence type that triggers this that would be great)?
