As I understand it, it has long been the case that templates for BI reports must be RTF files.  However, I took a training course put out by Oracle on BI Publisher that explicitly stated that, while the feature is new, XLS templates are possible in BI Publisher.  There was a section of the course that focused on templates, and XLS templates were specifically pointed out.

Also, when I log in to Excel, there is a BI Publisher tab with much of the same functions as the one in Word.  It's more limited, but it's there.  There is a help section built in that explains how to create templates in Excel.  I've attached a screenshot of the help section.
