Permissions for Changing Status of ILTs

Where do you grant permissions for changing status of ILTs?

Where, oh where, do you grant a user permission to change the status of an ILT? I have checked every option under Manage ILTs, Manage ILT Physical Locations, and Manage ILT Instructors and that's not where it's hiding.

The user I am trying to grant this permission to still doesn't see the option to Change Status or the check box in order to make that happen.

What simple permission am I missing?
