OTBI Goal Plan Report

Hello all,
I am at an interesting place. Using OTBI I am attempting to create a report that shows me how many goals a person has per a specific goal plan. My problem seems to be that if a user has not logged into the system and put in a goal I cannot even see that they have the goal plan.
I tested this in the "Goal Status overview" data set. looking at username and goal plan name. person did not show up. I then logged in as the user and saw they did indeed have the goal plan to put goals into.
