How do organisations record benefit eligibility in Oracle HCM Cloud (Fusion)?

We want to record benefit eligibility in Fusion for example if an employee is entitled to a car allowance of £4,000 but opts to take the car.  How do we capture they are entitled to the £4,000 car allowance?  Currently, for private health this is captured as an option on the plan so we have an "employee only entitlement option" that records their entitlement and a "employee only" option with a cash value that is passed to payroll to record what the employee has actually taken.  However, if we then open benefits self service (without personalising the pages) the employee can change
