UPK files generating "file is secured" message when relaunched

My organization is switching over to PeopleSoft and as part of the migration we have hired an outside vendor to conduct training. The training includes elearning modules which were designed using Oracle's UPK software. While we've had some issues with course completions, end users have eventually been able to finish all of their assigned learning. Today it was brought to my attention that some - but not all - users are experiencing a difficulty when they attempt to open a course for a 2nd time.
