Cross charge on Capital projects

Can you enable cross charge (across Business Units) on capital projects ?

My client wants employees in one BU to put expenses and timesheets against capital projects from another BU. Both Projects are from different Legal entities but belong to same ledger. 

Please let me know if this is possibe in Fusion PPM. The client does not want to increase their work load by creating AP and AR invoices (Intercompany billing)
