Can't see the recent uploaded versions of a document

Hello, 

When we upload a new version of a document into the Resource Manager, we are not able to see the new version. It's listed as a new version but when we preview it, it's the prior version. 

Also, we have the link to this document in the Learn Center for managers to view. The new version is not showing - only the previous version shows. 

I created a SR for this but the tech cannot recreate the issue. Not sure what is going on.
