Is there a way to report on a likert scale question?

Our organization wants to implement a rating scale for courses. I am trying to determine if this is possible in our current set up and what is the best way. 

I know Learn offers the ratings feature. I have it turned on but am not sure if it works on new pages for courses in the learning plan widget. (I haven't researched it enough yet to figure this out)

My other idea was to include a question at the end of a course to rate the course, but I am unsure if it is possible to report on this.
