Change user enrollment bulk upload default to Pending approval or other option

When I am uploading user enrollments for 200+ courses, I don't know which are already full, so we have Approved as the default Pre-status in the upload.  Currently in the user enrollment bulk upload, if the course does not have a waitlist or it is full, the user is put in the enrollment with a Deleted pre-status and sent a "Removed" email (even though they were never enrolled/approved for the course).  Is there some way to change this, or do I need to add this to the Idea Lab. 

Having the Deleted status prevents a user from trying to enroll in the session.  Also, reports don't allow for the Deleted pre-status, so there isn't any way to get a list of those in that status.
