Cannot get IS NULL to work with OR and GREATER THAN

Cannot get IS NULL to work with OR when trying to create a formula that is NULL or GREATER THAN a certain number.

Hi!

I am trying to create a formula for where if the data IS NULL or >5 then produce 0 else 1.  I have tried various variations and I cannot get it to work as a combination using OR.  It works only when I try it alone as below.

sum( case when timestampdiff(sql_tsi_day, "Submission Dates"."Submission Created Date",   EVALUATE_AGGR('MIN(CASE WHEN %1 in (%2, %3, %4, %5, %6) THEN %7 END)', "Submission CSW Status - Historical"."Historical Status Name",   'Left Message', 'Completed Conversation', 'Quality Referral',  'Matched to Requisition', 'Rejected',   "Submission CSW Status - Historical"."Submission Historical Status Start Date")) >5  then 0 else 1 end  by "Submission General Info"."Submission Identifier")
