Learning Plan Approvals

I need the Learning Plan Approvals go to the Training Admin even if the Supervisor maps the employee to the Learning Plan.

The Learning Plan is set for approvals to go to the Training Admin, but if the Supervisor maps the employee to the Learning Plan, it does not route for approval. This is causing problems with people taking trainings they are not supposed to.

 

If there is not a setting, how have others worked around this? I don’t see an option for a prerequisite for a Learning Plan. The training in question has a full version and a refresher version and managers are not checking to see if the employee already took the full version and now just assigning the shorter refresher.
