Only use html in IE 11

Hi,

We have a user reporting that he cannot access the edit function in IE 11, only html function is available.  Example is when you try to edit the homepage, you cannot use the edit button, instead only html is available.  Oracle have recommended using compatibility view to this, it works on my laptop but not on the user affected.  Has anyone else had this issue?
