Why isn't the Absence Case related to the Dutch Gatekeeper law not created automatically?

We are starting to use the Dutch Gatekeeper Law (NL Localization), and I was under the impression that an absence case would be created automatically once an employee was reported ill more than once within 28 days. But it doesn't seem to work like. Can anyone confirm to me that absence cases need to be registered manually and that the person registering absence records should notice himself that an absence is related as it is within 28 days of the former absence record?
