How to drill down to show spec records

An example is a graph of age reqs  by org level structures.

How do I make my action link work in a way that when one clicks on a particular org level 9 (HR) on the graph it opens only the req records associated with just that org level (HR) and not all the levels (HR,Eng, Secretary..) within the org level?
