Help with BI Learning Plan Report

Like many others, I'm still trying to get comfortable with BI reporting. I was able to build a learning plan report that allows for reporting on multiple learning plans at once, but it seems to be only showing mapped users. I want to be able to report on all users, whether they are mapped to the learning plans or not. The LearnCenter Report allows for this with a selector box, but I cannot figure out how to get this kind of selector box in my BI report. Any ideas?
