How to get Weekly time (Measure) from a Bi-weekly timecard

We have a requirement to fetch weekly hours (Measure) of a time category from a Bi-Weekly timecard to perform a time entry rule validation.

Currently we are using Bi-Weekly time cards and we are wondering whether there is a way to get weekly hours (measure) from a Bi-Weekly time card. Please let us know if you have any suggestions or ideas.
