Custom Enrollment Messages not copied to Enrollment Admins
Summary
Pre-Status Notification (Customized) Appears to have an IssueContent
Enrollment Admins are not getting custom messages sent to people enrolled into training. Nor are "Additional People" getting those message.
In the top section of the image below is how this custom message is configured for the enrollment "Running in the Hall with Scissors 02/23/2017 (Test)". The Send To includes Approved enrollees, a separate copy to Enrollment Admins (there are two) and a separate copy to an Additional User.
In the middle section of the image is the Enrollment List where messages can be sent for this specific enrollment.
In the bottom section of the image is how this message is configured from that list; it only goes to Enrolled Users; no one else.
