We have Learn content going to retail colleagues with a tablet. We need PDF's to launch bit NOT download

We have Learn content going to retail colleagues with android tablet. We need PDF's to launch but NOT download

Require Learn to open (view) PDF and NOT download to the device.

Is there a form of PDF player similar to an app that we can use?

Alternatively we have tried to paste PDF documents into Learn so they can be read but the quality is poor. 

Originals are created in Adobe InDesign
