Approving self-mapped users to learning plans

I'm not a fan of having to bundle permissions in order to grant the one I need to. In this case I want to grant the Approve Learning Plan Self-Mapping permission to specific users but it is also my understanding that I have to grant the same users the Edit Learning Plan permission, which allows them to edit the detail and options pages. As far as I can tell without additional permissions I think they will be limited with regards to making changes to the mappings and users tabs. It should be a simple function to allow them to approve/deny
