'Functional Security Policies' tab seems to not be availabe

Need to alter 'Functiona; Security Policies' but it doesn't seem to be availableContent
I am trying to create a custom employee role. I copied the standard abstract employee role. Then I clicked on Edit for the custom role. The first step is Edit role : Basic Information. The second trainstop shows as 'Functional Security Policies' but it takes me straight to the third trainstop which is 'Data Security Policies. Similarly on the 'Role Hieararchy' when I click on the '+' sign, it doesn't let me delve deeper into the application role. Is there a setup step that I am missing which is disallowing me to continue? Thank you0
