Advice needed on time to offer & time to hire reporting

As part of some wider reporting changes in our organization, we have identified that our current way of reporting time to offer (TTO) and time to hire (TTH) is less than ideal.
At the moment, we run a filled a requisition report and use Excel to calculate following:
- Number of business days between "Requisition Latest Approved Date" and "Offer Extended Date" - for time to offer
- Number of business days between "Requisition Latest Approved Date" and "Hire Start Date" - for time to Hire
We chose to use "latest" approved date historically, because requisitions often get placed on hold, sometimes for lengthy periods of time and it skewed the date.
