Edit an access filter, doesn't seem to work

We've done this on more than one access filter, and pretty much had the same results.
Take an existing access filter. Go in to edit it, and change the groups it hides or shows to. Say, add a group to the list..... Its as if you made no changes. So if user X was in the group you added to the list of groups to show the content to, they still can't see it.
Thought maybe it was a cache issue, or timing, but it just doesn't seem to like it at all.
