Skill completions - new leaners are not acquiring the skill

Learners have all items complete for the skill but it's not completing for them

I have a skill that has one item mapped to it ... an enrollment.  The people who have completed recently been added to the enrollment (6 more) are NOT acquiring the skill.  Skill is setup with no expiration, all items mapped must be completed, require users to be assigned set to No.  I created another skill, different enrollment but same setup and nobody is getting anything. 

I'll log a SR but was hoping there might be a solution here since when I had a similar problem with Learning Plans last week and the solution was to toggle the completion setting.  And I've trying toggling and even standing on my head (LOL).
