Can the line manager only initiate the action and the HR manager to submit/execute it?

 

so with something like termination or promotion, we would like the line manager to only "initiate" the process, but the final submission (approval) to go to the HR manager,

so we ensure that no critical desitions like this being handled only with HR manager to ensure transparency.
