Recurring Requirement - but with annual changes

Safety Training is required annually, but courses can change.

I was going to set up a recurring LP to try and cover this annual safety requirement.  I'm not experienced with them, but after reading some posts, it seemed the way to go.

BUT...this is safety training (all WBT) and there are some courses changes year to year.  So for example in 2016, the training was 12 courses.  In 2017, some of those courses were "retired" and a few were added - so 2017 has 15 courses.

So I was going to set up a "2016 Safety" LP, and then copy that to a new "2017 Safety" LP....make the course updates and move on.  But if I do that, the 2017 LP is giving the employee credit for previously taking the courses, and the employee isn't prompted to take them again.
