Headcount Report with data as at a specific date

Morning all,
I currently have a headcount report that uses standard fields (job, department, business unit, etc.). The filter I use for this report is attached.
The issue I have is that the filter the data on the report will only show their current job / department / business unit, regardless of what date I amend the filter to.
For example, if someone gets promoted on 1st June, I would like the report to show their old job and department if I run it on 31st May, and their new job and department on the 1st June. An "As At Date" function if you will. Currently, the data will still be the same on both of these date I run the report, the only things that would change are the employees reported on based on their employment dates.
