Migrating Page Customizations

Hello all,

We have made several customizations to manager self service pages and they've been approved for migration. The problem is that none of the team who has authority to make these customizations in PROD are managers, and therefore cannot access the manager self service pages to make the changes in a sandobx that would ultimately be published. 

I see that Using WLST Commands to Move Customizations is a possibility, but only if you are "on Prem." What is the best option for hosted HCM to migrate such changes? From what I've read on Customization Set Migrations, there is no way to pick what customizations are migrated: it is all customizations.  I'd prefer not to migrate all changes as I'm unsure what other teams have done in the TEST instance. Additionally, our second non-PROD POD is already at Rel12, so is not compatible to test such a migration if we even wanted to entertain migration all customizations.
