Talent Review Meeting - Implications of not closing/completing previous meeting

This year, we are conducting Talent Review meetings for the 2nd time.  We realized that some of our HR folks did not submit/complete their TR Meetings from 2016.  If they were to submit them now, prior to creating new TR meetings for 2017, can anyone advise if there is impact?

We're seeing some spotty data as far as comparing review populations from last year to this year and are still in the process of analyzing why this is.  An example of this inconsistent data is - in 2017, we created a Director meeting and Manager meeting that had a subset of the Director meeting population.  In 2016, we only had a Director meeting and this meeting was never submitted.  We noticed the Manager meeting in 2017 that was created
