User Account Best Practices with Onboarding

Coming from a different system (iCIMS) where the same candidate profile became an operator/user account if that candidate was hired, I'm curious how your organization is managing the "Onboarding" user accounts.
When an Onboarding process is launched, an Onboarding user account is created. If the person is hired, the Onboarding user account isn't turned into an operator account automatically. It just remains as an Onboarding user account. Does your organization search for the Onboarding user account and update the fields to add a user type and user group, or does your organization not touch the Onboarding user accounts and simple create a new Operator user account?
