Revenue Journals should increase the Funds Avaiable in Budgetary Control

Hi - I have a requirement to meet, where Revenue Journals entries should result in Funds increase for the organization.
 
Setup:
We have setup BCEA, with Budgetary Control and Encumbrance accounting both options ON. Al
Also, at Control Budget level I have Budgetary Control setup for Revenue accounts as Track through Supplemental Rules.
 
Test/Example: If we create a Journal entry where an Organization earns some revenue, this should increase the spending authority of that org and so does the available Funds. But Budgetary Control still considering this revenue earned as "Consumption" and Funds Available are reducing instead of increasing.
