Daily system latency - every day at 3pm CST - worthless by 4pm CST

I know Learn is not always the fastest system around, but everyday at 3pm CST is slows to a crawl. Than at 4pm it is so bad that I can't work in it at all. Is anyone else experiencing this?  I'm going to open an SR but does anyone have any ideas? I can't miss over an hour of worktime a day because of this.
