Courses in recurring learning plan not marking completed

Happening even though we have mulitple attempts selected and user selects "New Attempt"

We have a SCORM course that our employees have taken the past two years.  Last year we created a recurring learning plan, added the course to the plan, and gave it a static due date.  Now the employees are receiving emails to retake the training, they launch the course, select New Attempt, complete the course accurately by selecting all items on the pages, but the course and Learning Plan still showing incomplete.  When you run a progress report, it isn't showing that they even attempted it this year.  Completely dissatisfied with the way the recurring LP works!
