Missing Manage Spreadsheet Templates task

Hi Everyone
After Release 12 upgrade in test environment we can not see the Spread sheet loader tasks Manage Spreadsheet Templates & Run Spreadsheet Data Loader where we already made sure that HCM Data Loader Scope parameter is set to Full.
We have assigned "Human Capital Management Integration Specialist job role" (ORA_HRC_HUMAN_CAPITAL_MANAGEMENT_INTEGRATION_SPECIALIST_JOB ) to user directly also
We created a fresh Custom HCM-Job role and assigned below seeded roles
ORA_HRC_HUMAN_CAPITAL_MANAGEMENT_APPLICATION_ADMINISTRATOR_JOB
ORA_HRC_HUMAN_CAPITAL_MANAGEMENT_INTEGRATION_SPECIALIST_JOB
and assigned corresponding data role still no luck.
Also major issue is that I am not able below find
