Is it possible to report on Department Level 2?

Hi all - we need to report on the Department Level 2 (Sub-Business Unit/Sub-Exec Area).  I see how it can be done via OTBI, but have been told it that if I plan on creating BIP out of this, it's not going to be easy as the back-end query it generates is too complicated and has a whole hierarchical logic involved.  Has anyone used department level reporting for their workforce before, and maybe could share with me some best practices?
