Editing BI User Report to include all statuses

would like to Would like to edit the User Report to include EXEMPT and Not ATTEMPTED statuses.

I am fairly new to BI Reporting. and am trying to create a single report that returns courses, enrollments, assignments, and test instances. I started with the  User Report, but from what I can determine, the BI User Report only includes COMPLETED and INCOMPLETE statuses. I would like to edit the User Report to include all statuses including EXEMPT and Not ATTEMPTED, but have not been having much luck. I tried setting the filter with the parameters below (image attached):
