Rel 12 - Person Spotlight and DOR has been merged to Talent profile. What is the cleanest way to disable them?

Hi, 

In Release 12, Person Spotlight and DOR has been merged in Talent Profile. 

Which is the cleanest way to disable them? And make them unavailable for use by all roles (employee, Line Manager and HR).

Is there a configuration option or it can only be done by Sandbox and Personlization?
