Job Profile report ... not complete data :(

Oracle Job Profile not providing data on all people assigned to the Job Profile

Job Profile has 23 users from my Bench group  in the [Assigned Users] but the report only shows 18 of them.  My selections were ALL users and groups, ALL Learning Plans with no date limit, and the default parameters.

The report has always "looked" good but I assumed it was reporting on everyone but now I find it's not and it's PIVOTAL in our usage of the learning center and ability to track compliance to training.  I've logged an SR but hoping someone else may have experience as well.
