Adding users dynamically to Learning Plan

Need to add users to a recurring Learning Plan and don't want to disrupt those who have completed the trainingContent
Our implementation of required anti-harassment training in Learn has morphed over the past two years. At first we created the course and set it up as an enrollment with users manually mapped. That subset of ~200 users completed the course. Later on we realized a Learning Plan was a much better approach, so we created a User Group (manually) of about 300 users, and made the Learning Plan recurring (every 2 years). That set of users completed the Learning plan (and the course inside the learning plan).
