Creating an "IF" statement within the Manage Employment approval workflow

Creating an "IF" statement within the Manage Employment approval workflowContent
Hi
We operate across multiple countries, with multiple business unit. Without creating read only security profiles, we want to create an FYI notification if two particular employees update records for employees not in their operating country.
Unfortunately I need to be able to isolate these 2 individuals because we do have other HR Specialist who are able to update records of individuals who are not in their country.
Ideally I would want:
If > Manageemployment > Self Auto Approval > If > Employee location NOT EQUAL HR Specialist location AND User = Person or Person > THEN > FYI to User X
